Why does this shop sell a quest item? Is this intentional?

It's probably a mistake. The item ID for the "Painting of Woman" is 368. Item #168 is "Englacating Glbe", which would match well with the previous item in the shop, #167 "Pyrotechnics". The game's author probably typed a 3 instead of a 1, resulting in the quest object being available a second time from this shop.
On the other hand, the price is rather low for a powerful item like an ice globe.
In any case, this shop once helped me in a playthrough long ago, when I had lost/misplaced the original painting and was able to buy it from the shop for a bargain. I considered it as an alternative route / failsafe by the author back then - hinting at a forgery of this piece of art and adding to the depth of the game world.
